Notification for change of location for opening bids after the public tender “Execution of construction works for reconstruction of part of the riverbed of the river Sushica in the Municipality of Radovis”

Due to the current situation with the coronavirus in order to comply with the recommendations of the Ministry of Health and the precautionary measures and protection, we inform you about the change of location for opening the bids received after the public tender “Construction works for reconstruction of part of the river the riverbed of the river Sushica in the Municipality of Radovis” with reference number CB006.2.12.062 – 03, published on January 17, 2020.

Instead of the premises of the Centre for development of the South-East planning region, the opening will take place in the council hall in the Home of Army, Strumica. The date and time remain unchanged. Attendance is limited to one representative per bidder.

Decisions on the Management of Shelters for Homeless animals in SEPR and the Treatment of Adult Mosquitoes by Land

On March 11, 2020, the Sixteenth Session of the Council for Development of the South-East planning region was held at the premises of the CDSEPR, attended by the mayors of the municipalities in the region and the Manager of the Centre for development of the South-East planning region.
 
The mayors of the municipalities from the South-East planning region at this Session made a Decision to establish a Regional Public Enterprise based on inter-municipal cooperation as a model that will manage the shelters for homeless animals and will capture, transport and treat these animals from all over the region. Two vehicles for catching stray animals from the region were procured. For a start, only the shelter in Strumica will function, which is fully built and equipped for the needs of the Strumica-Radovis micro-region, while the Shelter in Valandovo is in the initial phase of construction and it will be intended for the needs of the Gevgelija-Valandovo region. With this Decision, the South-East region is the first region in the country that jointly tries to solve the problem of stray animals.
 
The Session also adopted a unanimous Decision for the first time on the territory of the municipalities in the South-East region this year to conduct treatment against larvicidal and adult form of mosquitoes on land for mutual protection of municipalities in the region, in order to achieve greater effect and prevention. 
 
Among other things, the Session adopted a Decision on changing the headquarters of the Centre for development of the South-East planning region, as well as a Decision on handing over for use and maintenance of a facility under the project “Tourist path from nature to culture on Mount Plavush” in Valandovo. The Final Accounts for 2019 of CDSEPR, the Annual Report on the work of CDSEPR for 2019 and the Inventory Report for 2019 of CDSEPR were also adopted.

The Government of the Republic of North Macedonia at today’s 15th regular session reviewed the information of the Steering Committee for coordination and management in the crisis management system to take additional measures and activities to prevent the spread of coronavirus at the suggestion of the Commission for Infectious Diseases for health, and reached the following conclusions:

1. Tighten measures and activities to prevent the spread of the coronavirus.

2. To terminate the educational process and teaching in all kindergartens, primary and secondary schools and higher education institutions and in the public scientific institutes on the territory of the Republic of North Macedonia, in the next 14 days. All extracurricular or additional programs such as foreign language courses and the like are terminated.

3. For the implementation of this measure, one of the parents of children up to 10 years of age, who will be released from the obligation to go to kindergartens or to attend classes, will also be released from the obligation to perform work duties.

4. To ban mass gatherings and events in open and closed space, as well as all cultural events and manifestations on the territory of the Republic of North Macedonia, with over 1000 participants, in the next 14 days. The government recommends not holding public events where up to 1000 participants are expected to attend.

5. To prohibit the presence of spectators (audience) at all sports events on the territory of the Republic of North Macedonia, in the next 30 days.

6. To introduce mandatory self-isolation of all persons coming from high and medium risk countries, for a period of 14 days (according to the list of the World Health Organization).

7. To prohibit the export of medical equipment and medical devices and materials by the economic operators and producers from the Republic of North Macedonia, except with a special permit issued by the Ministry of Health.

8. To recommend to the adult and high-risk categories of citizens with chronic diseases to reduce their movement and to avoid public transport.

9. Recommend to avoid traveling to high and medium risk countries, according to the list of the World Health Organization.

10. The State Election Commission to release the employees from the public health institutions from further participation in the election process and to be replaced by other persons.

11. Natural and legal persons who do not comply and who violate the recommendations will be punished in accordance with Articles 205 and 206 of the Criminal Code.

12. Introduce a health locator map for all flights and all airlines, i.e. a form that will be filled in by passengers with data for easier contact if the need arises.

13. To prohibit organized international bus transport (bus, van, minibus, etc.) to high risk countries, as well as from those countries to the Republic of North Macedonia.

14. To strengthen the presence of the Red Cross volunteers of the Republic of North Macedonia, in cooperation with the Ministry of Health, at all border crossings.

15. To fully comply with the measures for prevention of this disease, instructed by the Ministry of Health, which refer to enhanced hygienic measures.

16. To send a conclusion and recommendation by the Government of the Republic of North Macedonia to all state administration bodies and to the local self-government units for temporary cessation of work obligations (not going to work and staying in their homes) for pregnant women and the chronically ill.

17. All public enterprises and private companies that perform public transport of passengers to perform regular disinfection of the means of transport.

18. The Government recommends to all governmental and state institutions, as well as to public enterprises to cancel all trips or to organize the scheduled meetings through internet communication.

19. All governmental and state institutions, as well as public enterprises are obliged to introduce measures for protection and disinfection in all state institutions at the entrances to the institutions. The Government also recommends this measure to the companies from the real sector.

Promoted another successfully implemented project “Tourist path from nature to culture on the mountain Plavush”

On 02.03.2020 in the Municipality of Valandovo, the Manager of the Centre for development of the South-East Planning Region, Ms. Zhulieta Gjurkova together with the Minister of Local Self-Government, Mr. Goran Milevski, and the Mayor of the Municipality of Valandovo Mr. Pero Kostov had a work meeting.

On the meeting they discussed on the implementation of projects supported by the Ministry of Local Self-Government, the Bureau for Regional Development, as well as on cross border projects supported through the national co-financing.

They also made a visit to the path to St. Georgija in Valandovo, which thanks to the project “Tourist path from nature to culture on the mountain Plavush” which was implemented by the Centre for development of the South-East planning region, has grown into a place for rest, recreation and relaxation for the residents of Valandovo.

The project is funded through the Programme for Balanced Regional Development through the Ministry of Local Self-Government, Bureau for Regional Development providing 7.258.333,00 MKD, while the Municipality of Valandovo participates in the project with its own funding of 897.098,00 MKD.

In the frame of the project 5 km long trail was expanded, lit, with lots of urban equipment and information boards. Rest benches have been set up, 4 gazebos have been placed – relaxation pavilions, children’s props, car parks, an open fitness area with exercise elements, an improvised rock climbing cliff and at the monastery more gazebos have been placed.

This project will not only influence the enrichment of tourism offer and tourism development in the region, but will also serve as an example for encouraging tourism in the Municipality and preserving traditional values. By arranging this place, locals will have the opportunity to offer certain catering services, accommodation for visitors, organize sporting activities and events that could provide financial benefit and thus economic development in the South-East planning region.

Promotion of projects funded by the Swiss Agency for Development and Cooperation and the Ministry of Local Self-Government

On February 13, 2020, the Centre for development of the South-East planning region at two locations promoted the projects: “Joint workspace – a means of strengthening cooperation with the business sector” and “Agrometeorological stations for protection of crops and the environment”, implemented with financial support from the Swiss Agency for Development and Cooperation and the Ministry of Local Self-Government.

The event started with a field visit in the municipality of Vasilevo where one of the 23 Agrometeorological stations is located, and then the solemn promotion continued in the premises of the Centre for development of the South-East planning region in Strumica.

Honorary guests at the event were the Ambassador of Switzerland to the Republic of Northern Macedonia Ms. Sybille Suter Tejada, the Minister of Local Self-Government of the Republic of North Macedonia Mr. Goran Milevski, the President of the Council for development of the SEPR Mr. Kosta Janevski, as well as the Mayors from the municipalities of the South-East planning region.

At the promotion Ms. Zhulieta Gjurkova, Manager of the CDSEPR presented the results of successfully implemented projects and stressed out that such regional projects will have a direct impact on improving the quality of life, regional cooperation and will promote an innovative approach in providing services to all stakeholders. 

These are projects that were selected in a participatory manner with the direct participation of the citizens of the South-East region through the Grant Scheme for investment and innovative projects through the project “Sustainable and inclusive balanced regional development”.

At the event, the Manager of the Centre for development of the South-East planning region, Ms. Zhulieta Gjurkova, awarded a letter of thanks to the Ambassador of Switzerland, Ms. Sybille Suter Tejada, for her special contribution to the Sustainable and Inclusive Planned Regional Development.

The two projects promoted by the Centre for development of the SEPR today will contribute towards improving the conditions for environmental protection by introducing new technologies in agriculture, by installing 23 agrometeorological stations in all municipalities in the region with special sensors that predict weather conditions and diseases for certain crops, as well as networking with the business sector through the establishment of a Joint Workspace in the region, to improve the entrepreneurial environment for business activities in the South-East region.

Presentation of the priorities of the region for development of projects in the field of social inclusion

The Centre for development of the South-East planning region organized a Second Forum Session for presentation of project proposals in the field of social inclusion within the project “Sustainable and inclusive balanced regional development” on 07.02.2020 at Hotel Sirius in Strumica.

Present at this session were also representatives from the Ministry of Local Self-Government, Ms. Bisera Jakimovska and Ms. Nade Petrusheva-Neskovski who gave important directions for improvement of the proposed concepts.

The participants presented five draft concepts in the field of social inclusion that were developed during the first forum session.

The draft concepts presented at the Second Forum Session were: Improving the conditions for education and stay of vulnerable groups in the South-East Planning Region, Training Center for Access to the Labor Market for Persons with Disabilities, Improving the Health Protection of Women in Rural Areas, Introducing social services to assist the elderly and frail and Protecting the Homeless, suggested by forum participants.

By the third forum session, these draft concepts will be refined and improved in cooperation with the working groups, and during the third forum, projects will be prioritized for funding for a grant from the Swiss Agency for Development and the Ministry of Local Self-Government, totaling 125,559.00 CHF.

In order to successfully implement the participatory process for selection of priority projects in the field of social inclusion in the region, the Centre for development of the South-East planning region will organize another forum session which will be held on 13.03.2020.

The project, which will be selected by donors for implementation, is expected to improve conditions for social inclusion in the South-East region.

15 representatives from South-East region awarded with Certificate of management and maintenance of Agro-meteorological stations

On 03.02.2020 in the offices of the Centre for development of the South-East planning region was held a training on „Digitization of the agriculture through the use of data from Agro-meteorological stations“, organized within the project “Agro-meteorological stations for protection of agricultural crops and the environment”.

Participants in the training were the nominees from all 10 municipalities in the region which gave important contribution to the implementation of the project activities and representatives from the academic sector.

During the training, were discussed the functionality of the stations for the target groups (agricultural holdings, individual farmers, business and academic sector consultants and consultants), the use of data provided and displayed on the „Meteobot“ mobile app, reading of graphics for forecast models of diseases of certain crops that will be displayed on the website www.agrojug.mk as well as the way of maintaining all 7 sensors that are an integral part of each Agro-meteorological station.

Upon completion of the training, the Head of the Centre, Mrs. Gjurkova, awarded the participants with a Certificate of management and maintenance of the Agro-Meteorological stations located at several locations in all municipalities in the region.

After the implementation of the project, the stations will be handed over to all 10 municipalities from SEPR.
