On 23.11.2022, a session of the Development Council of JIPR was held. At this session, Decisions were made to raise the salaries of CRJIPR employees and a Decision to hire one executor (hygienist) and one project implementation coordinator.
Also, at this session were presented the conclusions and priority areas that came out from the held forum sessions. A new President of the Council, Mr. Aco Ristov, mayor of Radovish municipality, was elected.
On October 6, 2022, the eleventh session of the JIPR Development Council was held in the municipality of Gevgelija.
At this session, Decisions were made for the transfer of a footpath in the municipality of Dojran and the transfer of the access road to the regional station in the municipality of Strumica.
A Decision was also made for the election of a Director and the transfer of two vehicles for captured homeless animals to the municipality of Strumica.
On 22.07.2022, the ten session of the Development Council of JIPR was held in Bosilovo municipality.
At this session, decisions were made to amend the Rules for the internal organization of the JIPR Development Center, as well as give a positive opinion to the Rules for salaries and benefits of employees and the Rules for the systematization of jobs in the professional service.
Also, a Decision was made to appoint an acting director, as well as a Decision to announce a public announcement for the election of a Director and the formation of a committee for the selection of candidates for the election of a Director.
On July 15, 2022, the Council for the Development of the South-East Planning Region held a session in the municipality of Novo Selo.
At this session, a Decision was made on the handover of a facility (river bed of the Sušica river) built within the project “Joint measures to prevent the consequences of disasters in the municipalities of Sandanski and Radovish”.
In the premises of the Municipality of Radovish, on April 14, 2022, the VII (seventh) Session of the Council for development of the South-East planning region was held.
Besides the members of the Council, representatives of the SDC / Ministry of Local Self-Government were also present at the Session, as well as Prof. Dr. Boris Cizalj, regional management expert. Also Mr. Tihomir Petreski, external expert for preparation of concept solutions and project proposals was present.
According to the agenda, Prof. Dr. Boris Cizalj from Republic of Slovenia addressed the present, and presented his practices and experiences as a long-term expert in the field of regional development. The purpose of his presentation was through an open discussion with the mayors, to determine which countries, according to the planned Study visit of the members of the Council, can be visited and to exchange good practices that would be applicable in the South-East Planning Region, which activity is planned within the project “Sustainable and inclusive balanced regional development”.
The external expert, Mr. Tihomir Petreski presented the concept solutions for project applications through the Balanced Regional Development Program for 2022 with indicatively planned funds for 2023 of MLS / BRR and Grant Scheme of the Swiss Agency for Development and Cooperation (SDC), which were proposed at the First Forum Session, in order for the members of the Council to get acquainted with the proposed concepts and to give their opinion and recommendations for improvement.
The Code of Ethics and six Policies were adopted at the session, which are of particular importance for the overall work of the staff of the Centre for development of the South-East planning region. The final account reports of the Centre for 2021 were also adopted.
The Council for Development of the South-East Planning Region on 24.12.2022 in Valandovo was held the IV (fourth) Session.
The Council adopted the Financial Plan of the Centre for Development of the South-East Planning Region for 2022, the Action Plan for implementation of the Program for Development of the South-East Planning Region for 2022, documents that the Center prepares each year in accordance with strategic goals and measures of the Development Program of the South-East Planning Region, according to the Law on Balanced Regional Development.
Additionally, at the Session, a Decision for donation of a vehicle to the Municipality of Bosilovo was adopted. This vehicle was owned by the Centre and in the future will serve the municipal administration in Bosilovo.
On 01.02.2022 in the municipality of Gevgelija was held the V (fifth) Session of the Council for development of the South-East planning region.
Decisions for verification of the mandate of the member of the Council, representative of the business community, Mr. Mile Cekov, President of the Regional Chamber of Commerce, Strumica and member of the Council, representative of the associations, Mr. Risto Atanasovski, authorized person of the Foundation for local development and development of information technologies – Gevgelija who will have a term of four years without the right to vote, was adopted.
The Council also adopted the Rulebook for internal organization of the Center, the Census Report for 2021, a positive opinion was given to the Rulebook for job systematization in the Center for Development of the South-East Planning Region as well as the Rulebook on salaries and allowances.
The Council for Development of the South-East Planning Region on March 23, 2022 in Strumica held the VI (sixth) Session. On this Session the Council adopted the Decision on ground activity of the municipalities for treatment against mosquitoes (larvicidal and adult form) on the territories of the municipalities in the South-East planning region by land and air by 2022. The representatives of the CDSEPR presented to the participants information for preparation of project concepts within of the project “Sustainable and inclusive balanced regional development – Phase II” under the two Programs:
The Council unanimously adopted the Annual Report on the implementation of the Program for development of the South-East Planning Region for 2021.
On December 24, 2021, a Constituent Session was held in the municipality of Valandovo and the Council for Social Protection of the South-East Planning Region was formed, where the mayors of all ten municipalities of the South-East Planning Region and the directors of all Centers for Social Work in the region are members. The Centre for development of the South-East Planning Region has the role of an administrative body.
The mayor of the municipality of Novo Selo, Gjorge Bozhinov, was unanimously elected for the president of the council for a one-year term.
At the Session, the Rules of Procedure were adopted, which regulate the manner of work of the Social Protection Council, as well as the Proposal for the need to develop social services in the South-East Planning Region, the type and manner of establishing services that Overview will allow to be used in the future, the facilities of the Center for Development and to apply for projects in the field of social protection.
Mr. Jovan Manasievski, expert in the field of social protection had his presentation to the audience, emphasizing the importance of constituting this Council and emphasizing that this is a step towards decentralization of social protection.
He also focused on the needs of the South-Еast region in the field of social protection, such as the need not only to build nursing homes, but also to develop the measure of assistance and care in the home, which would cover a larger number of people who they need this care.
Of great importance is the need to map social risks and establish social protection councils in each municipality, in order to adopt annual plans for social protection. These plans will define the needs and the municipalities will be able to apply for grants, as well as the use of European funds.
On 13.12.2021 (Monday), in the municipality of Dojran, was held the third Session of the Council for Development of the South-East Planning Region.
The session was attended by the Mayors of the municipalities within the South-East Planning Region and the director of the Center for Development of the South-East Region, Julieta Gjurkova.
The main problems for the long process that complicates the start of work of the established joint public enterprise for catching and treatment of stray dogs “ASTRA-LUNA” – Strumica were pointed out at the session and therefore a decision was made to start a procedure for liquidation and giving consent to the municipality of Strumica for the establishment of a new municipal public enterprise which will be financed by them and in the future in accordance with the legal regulations, the same would be in function of the neighboring municipalities for a minimum fee per captured dog.
